With over 30 years in the business in the City of Utica, Gerald Dischiavo has seen it all.

"A lot of buildings being torn down, and there's a few new businesses that have come in," he said.

And the biggest change near his store, he says, is the Oneida Square Roundabout.

"It's a lot easier, parking is easier," said Dischiavo.

Eyewitness News talked to Gerald back in August 2011.

Then, he said construction during that time had made things a bit more difficult for business.

"It was not easy for business, but I sort of kept my eye on the future," he said.

But, not everyone is pleased with the finished product.

"This is a waste of money," said Utica resident, Samuel Jackson. "It's a hazard really, it's just confusing, a lot of people don't know where people are going, it's just crazy."

And for it or against, there are also some who had their minds changed during the process.

Carmen Hernandez, who also owns a business near the roundabout says she was against the project at first, but after letting it sink in for over a year, she says she's now seen more customers.

"A lot of people come and they stop and say oh I was driving and I saw your store so that's why I'm stopping, to see how it is," she said.
