Rain rain everywhere, but what to do with all this water?  The city of Utica issued a State of Emergency and urged residents to stay indoors.  Mayor Roefaro ordered the Department of Public Works, Police and Fire Department to survey the city as flood waters progress.  Mandy Pellegrino lives near the parkway and her neighborhood is under water.  "Well our whole street is flooded. My neighbors basement is completely submerged, mine is under about two feet of water. I lost my water heater, my furnace and possibly my washer and dryer."

Conditions across Utica have gotten so bad that portions of the parkway are closed down because several inches of water has nowhere to go.  But the worst may be yet to come for residents like Mandy.  "Now they're saying they might shut off our power for the street too.";

Mayor Roefaro said, "We are doing everything in our power to be Mother Nature tonight but she's packing another powerful punch.
