Navigating through the Oneida Square roundabout

The Roundabout project has been quite a controversial issue.
But will these guidelines help clear up confusion when driving through?
"All I see is a lot of confusion, and a lot of traffic jams caused by this roundabout. It just seems like it's causing a whole lot of delays," said Ray Mungo, a resident who lives near the area.
Drivers have been navigating through the roundabout for a few weeks now, and The Utica Police Department wants drivers and people to follow some tips when going through.
For Drivers:
-Yield to oncoming traffic at the yield line.
-Enter the roundabout with enough space and time
-Use your turn signal to exit the roundabout
-When exiting, be sure to yield for pedestrians
For Pedestrians:
-Cross only at designated crosswalks
-Wait for an acceptable gap in traffic before entering
-Don't assume cars will stop and let you cross
-Proceed to the elevated islands.
"On a scale from 1-10, I would say about a three. I really don't think it's going to help that much," said Mungo.
Living near the roundabout, and seeing people try to use it everyday, Christa Glenn feels that there should have been a different design.
"I think maybe they should have put some lights up or something besides the roundabout," said Glenn.
Many feel that getting used to the roundabout will just simply take time.
