Utica Police arrest level 3 sex offender

Utica Police have charged a man with forcible touching and unlawful imprisonment after a woman said he groped and kissed her.
Police say that Ryan is a level 3 sex offender.
UPD Spokesman, Sgt. Steve Hauck says level 3 is the most severe and dangerous of sex offenders.
Out of Oneida County, Sgt. Hauck says Utica has the highest number of sex offenders.
"We're also the largest municipality in the county, so that's to be expected. We range somewhere around 270 current sex offenders any given year," said Hauck.
He says there is a website to locate different sex offenders around the area

He also says you can search by location, but not all of the information is always listed for every sex offender.
