It's been in the talks for quite sometime now, The Utica Master Plan.

The final public hearing on the plan took place Wednesday evening.

The Utica Master Plan has passed and there were quite a few people at tonight's meeting expressing their views on the plan.

Frank Montecalvo says his main concern about the Utica Master Plan is that it isn't specific enough.

He says that makes it subject to interpretation and also says the city needs something that gives a clear vision rather than something that can be picked up by 10 different people and interpreted 10 different ways.

However, Tim Trent disagrees and is for the master plan.

He believes a master plan will move Utica forward.

He also says a plan can win support for community improvement projects.

"That's really a big problem with our master plan, it's been watered down and it's not specific. That allows it to be misinterpreted," said Montecalvo.

"If we want to get some place, we need to know where we're going, and this plan provides a definition of our future," said Trent.

Those in favor of the master plan understand that it is not entirely perfect, but say the city needs something.

Most of those who spoke at Wednesday's meeting, were in favor of the final draft.

The final vote for those for the plan was seven, with one vote against the plan, and one absent vote.
