Sen. Griffo and Assemblyman Brindisi push for new sex offender laws

Prior to Thursday's press conference, Eyewitness News spoke to Sen.
Joseph Griffo regarding the laws about current sex offenders.
Last month, we presented serial rapist Robert Blainey's completely different mugshots to the senator.
Giving a voice to our viewers, Eyewitness News asked Sen. Griffo what could be done to make the system work for the safety of our communities.
Sen. Griffo says he's been working on legislation to toughen the rules, and he says he's hopeful the new law will be passed and signed into legislation.
Robert Blainey, the alleged murderer of The Davis Motel owner, Linda Turner has been a serious concern of many residents.
After being caught by police, one major question is why on earth did this accused murderer have such different mugshots?
"You asked me some good questions, and that gave us an opportunity to start looking into a procedure and when you made an obvious point that the picture was not an accurate representation of the individual as he was on the day of the murder, that's an important point," said Griffo.
Sen. Griffo knew something had to be changed to the law regarding sex offenders.
"We went to work to determine what was the statue and the statue required an annual photo, and as you know there was a lot of other political discussions," he said.
Sen. Griffo went to work with newly elected Assemblyman, Anthony Brindisi to craft legislation to allow the division of parole to have more flexibility and authority.
"This was a diabolical monster who perpetrated these acts of violence on a number of people, and ultimately, Linda Turner lost her life," said Griffo.
Sen.Joseph Griffo and Assemblyman Anthony Brindisi have proposed a new legislation regarding sex offender laws.
Here are the proposed changes in the law:
-Change the law to provide that discharge of a offender from confinement or strict and intensive supervision by the court to include a discharge plan that ensures the offender is discharged to the community of their residence prior to conviction or commitment and shall include the use of electronic monitoring for a period to be determined by the court.
-Require sex offenders who fail to register in a timely manner or verify their registration requirements under New York State's Sex Offender Registration Act to wear GPS transmitting devices.
-Require all parole interviews with sex offenders to be reviewed by a State Office of Mental Health civil commitment review panel.
-Require that high-level sex offenders provide a current photo on file every 90 days.
-Authorize the Parole Board to require a felony sex offender to serve their maximum term, if their release would pose an imminent threat to society
