However, Lugar says his opponent, Richard Mourdock, has gone on the record, stating he is the only candidate for Indiana Senator who will support a lawsuit that Indiana and dozens of other states have filed to strike down the law.
Lugar campaign officials say they hope to set the record straight new radio and television commercials which hit the air on Monday.
"Today, our Lugar campaign hit the airwaves on statewide radio and television to set the record - and Richard Mourdock - straight about Senator Lugar's consistent opposition to Obamacare," said Andy Fisher, spokesman for the 2012 re-election effort.
Lugar says he was an early opponent of the health care law and supported efforts to repeal the proposal.
In a press release, the Lugar campaign states: "The is clear: Senator Lugar opposes Obamacare and wants it repealed, overturned or both. Initially, we gave Richard Mourdock's stumbling and struggling campaign the benefit of the doubt that he had accidentally misfired when discussing Dick Lugar's record. Two weeks later, it became clear Richard Mourdock was intentionally misleading voters, so we demanded he retract his online Tea Party questionnaire response," Fisher said. "Now two months later, people consider Richard Mourdock's unchanged claim a disingenuous, deceitful attack - one for which he owes Tea Party supporters, Indiana voters and Senator Lugar public apologies."
