Local Ilion Man Who Kidnapped Daughter Found in Bangkok by FBI.

Jeffrey Shipman was a local Ilion Resident who back in 2007, kidnapped his daughter and fled the country. The FBI has now confirmed the 51-year old is in custody after being located in Bangkok, Thailand and his daughter is safely back home.
According to Onondaga Sherriff Deputy Herb Wiggins, 8-year-old Deonna Shipman is healthy and doing well. "It's definitely a happy ending," he says. According to Wiggins, detectives had been in contact with the FBI since the very beginning. Both the FBI and Wiggins confirm that Shipman was located, arrested, and taken into custody on February 24th.
Deputy Wiggins pointed out that Mr. and Mrs. Shipman had been in a custody battle for quite some time and she had full custody of Deonna, while he had limited visitation rights. Once granted rights, he took right off with her, suspected to have fled the country immediately.
Wiggins says Deonna's mother, Lioubov Shipman is in contact with the FBI. Shipman was in Russia and is leaving to be reunited with her daughter.
