Arkansas 2012 Election: Ballot Issues

Along with electing a president, congressmen and representatives to the State House/Senate, Arkansans have three ballot issues to decide on come Election Day.

The ballot issues include the following:

CONSTITUTIONAL AMENDMENTS REFERRED TO THE PEOPLE BY GENERAL ASSEMBLY

Issue No. 1 - AN AMENDMENT TO PROVIDE ADDITIONAL FUNDING FOR STATE HIGHWAYS, COUNTY ROADS, CITY STREETS, BRIDGES, AND OTHER SURFACE TRANSPORTATION
Referred by the Legislature, this question asks voters to increase the state's sales tax rate from 6 percent to 6.5 percent over the next 10 years to pay off bonds for four-lane highway construction projects. The tax, which would not apply to groceries, would expire when the bonds are satisfied. The constitutional amendment would also dedicate one cent per gallon of the state's fuel tax to the State Aid Street Fund.

Issue No. 2 - AN AMENDMENT CONCERNING MUNICIPAL AND COUNTY FINANCING OF SALES TAX ANTICIPATED REVENUE BOND PROJECTS, UNFUNDED LIABILITIES OF CLOSED LOCAL POLICE AND FIRE PENSION PLANS, AND REAL AND TANGIBLE PERSONAL PROPERTY
This constitutional amendment would allow counties and municipalities to create districts where sales tax receipts would be used to pay off bonds issued for infrastructure improvements; issue bonds to retire unfunded liabilities for closed police and fire pension plans; and to allow counties and municipalities to use money from sources other than the general fund to pay off short-term loan debt.

ACT PROPOSED BY PETITION OF THE PEOPLE
Issue No. 5 - THE ARKANSAS MEDICAL MARIJUANA ACT
A state statute making medical use of marijuana legal under Arkansas law and establishing a system for the cultivation, acquisition and distribution of marijuana for qualifying patients through dispensaries.
