City of Utica announces consultant selection for Harbor Point

A project that has been talked about for years is finally coming to fruition. A consultant group has been chosen to create a plan for Harbor Point in Utica.
Elan Planning, Design and Landscape Architecture of Saratoga Springs will be doing a market study of land uses including retail, residential and commercial.
They'll also have to look into relocating existing canal corp. facilities as well as come up with three alternative land use concepts.
"They'll come back with a formal proposal of that site and what the best uses would be. And from that point it would be an outreach to the community. We will talk about it and look at it. Then the next stage after that would be another FRP to start development," said Utica Mayor Robert Palmieri.
The contract with the consulting group costs over $200,000 which is being funded through a grant. The plan is expected to be complete within the six months.
