It's decision day for the city of Utica's common council. Last night,
the council discussed more than 50 amendments to the mayors proposed
budget; ranging from cutting overtime to increasing garbage collection
fees. Eyewitness News reporter Rachel Polansky joins us live from City
Hall just one hour before the city council will vote on the 2013-2014
proposed budget.
